Biography

He has been a Member of the Consultative Committee of the Ministry of External Affairs and also a Member of the Consultative Committee of the Ministry of Finance and Ministry of Law and Justice.

He participated in all important debates in the 9th , 10th and 11th Lok Sabha. His speeches on important economic and financial subjects in the Parliament earned for him a distinction as an able and effective Parliamentarian.

As a Union Minister of State for Finance, he led the delegation of the Commonwealth Finance Ministers’ Conference at Kingston in Jamaica. He also had been Member of the Parliamentary Delegation visitng Australia, Singapore and Malaysia.

Dr. Pal had been the author of several books. His treaties on “State Sovereignty at the Cross Roads” – an analysis of the reality and pretension of its majesty In International Society, his article on “Aggression in International Law” had earned appreciation from International Jurists of different countries, namely, U.K. , U.S.A. , Russia and other countries. His treaties on “Sales Tax Laws” are considered as an authoritative commentary all over the country.

Dr. Pal has been elected twice as the Pesident of the Bar Association of the Calcutta High Court and also twice as the President of West Bengal Lawyer’s Association. Dr. Pal has been elected twice as Member of the Bar Council of West Bengal and also has been a Member of the Executive Committee of the Indian Law Institute, West Bengal State Unit for a long time. He was also a member of the Council of the Asiatic Society, Calcutta and had been the Senior Vice-President of the Asiatic Society. He had been for a considerable time the Chairman of the Congress Legal Cell in West Bengal. He is also associated with many social and cultural institutions.

He is also a member of AICC for more than twenty years and a Member of the Executive Committee of WBPCC. He had also been for sometimes the Treasurer of WBPCC.

He has contributed several articles on contemporary economic problems.

News & Events

Dr. Pal was a Judge of the High Court at Calcutta until he resigned in December, 1973.

Dr. Pal has been elected three times as a Congress (I) candidate from Calcutta North-West Parliamentary Constituency
in the 9th , 10th and 11th Lok Sabha.


Dr. Pal was appointed as the
Union Minister of State for Finance in 1995.

Dr. Pal had also served as a Professor in the Post graduate Department of Commerce of the University of Calcutta.

He has served as a Member of the Joint Parliamentary Committe for investigation in the Securities Scam.
